| 通过采用单因素分析法对四川省华蓥市仅10a来的农业人口和非人口的差距进行分析，然后采用描述统计法对华蓥市内部11个乡镇的城乡人口发展情况进行研究；最终说明“二元”户籍制度的落后性和城乡统筹的户籍制度改革制度在小城镇进行实施的必要性，并提出了相应的政策建议。 |

| Abstract: |
| This paper uses single factor analysis to analyze the gap between the number of agricultural population and the number of non-agricultural population of Huaying City of Sichuan Province in recent ten years, then uses descriptive statistics method to study urban and rural population development in eleven towns and villages of Huaying City, illustrates the necessity for the implementation of the household register system reform of overall urban and rural development in small cities and towns and the backwardness of “dual” household register system and proposes corresponding policy suggestions. |
