Abstract:Scenario construction is characterized by problem orientation, technological integration, ecological openness, rule probing, value complexity, dynamic evolution, geographical embeddedness, and perceptual immersion. It optimizes local government governance through institutional reform, modernizes regional industrial systems through new economic formats, and improves regional resource allocation and utilization through innovation. Moreover, it drives the three-dimensional interactive evolution of government, industry, and resources, facilitating deeper and higher-level regional opening-up. Scenario construction promotes regional technological progress through a demand-driven innovation iteration mechanism, enables regional knowledge accumulation through a shared and mutually reinforcing learning mechanism, drives regional industrial development through a locally embedded growth pole mechanism, accelerates regional institutional optimization through an “experimentation-evaluation-learning” reform mechanism, facilitates high-level regional opening-up and coordinated development through a technological and economic diffusion mechanism, and achieves endogenous growth and circular accumulation of regional economies through a virtuous flywheel effect mechanism. These mechanisms collectively drive high-quality regional economic development. Policy recommendations include strengthening top-level planning, reinforcing institutional support and factor supply, prioritizing pilot projects and key area selection, and promoting open cooperation in regional scenarios to facilitate the large-scale application of new scenarios.
