Abstract:The preventing China from getting the most advanced technologies is the biggest problem in the technological innovation and technical trade war in the process of the rise of China. Technical trade is one of the effective methods for less-developed countries to realize technical progress, however, the construction of technical trade system decision should not only consider the influence of all kinds of technical introduction on the transformation rate of technical progress of less-developed countries but also consider the intervening of technical export countries on less-developed countries. Based on the construction of technical trade model under China’s intervene, this paper theoretically discusses the restrictive factors of technical introduction of the less-developed countries under nation-meddled and the necessity bottleneck of technical progress under the dependent technical trade system. Based on that, by combining 70 years technical trade history experience of China, the paper discusses the technical trade system construction from such three perspectives as technical introduction hierarchy, effective methods using the market to exchange technologies and the transformation of technical trade system, and advances the strategic ideas for how China realizes the technical progress path from technical trade dependence to self-research and development from three levels such as state-owned enterprises, small and medium-sized enterprises and technical trade model transformation according to the problem that technical trade system necessarily has technical growth bottleneck.
