Abstract:The technical learning pursuit of latecomer enterprises includes strategy making, path selection, R&D work and so on, their real behavior selection is determined by national situation and era background interweaved by external, internal and accidental events, and their practical effect is the result from interactive action of environmental condition and behavioral selection. The empirical analysis based on China’s development of electric equipment and three pillar enterprises (Shanghai Electric Corporation, Harbin Electric Corporation and Dongfang Electric Corporation) reveals that there is coexistence of homogeneity and heterogeneity for technical learning pursuit of Chinese enterprises, the homogeneity is mainly embodied as the learning pursuit strategy of “using advantageous resources to exchange technology plus the combination of technology and trade”, “the introduction of mature product technology plus reinnovation” and R&D work “based on local market and technological upgrading by considering home-made rate preference”, however, the heterogeneity is chiefly embodied as there is difference between technical introduction methods, learning pursuit rhythm and effect. The homogeneity of the technical pursuit of Chinese manufacturing enterprises originates from common China situation and era background, however, the heterogeneity is mainly affected by the foresight of the enterprise executives, entrepreneur spirit, introduced technology attributes and accidental events. The China situation at new era is conducive to manufacturing enterprises changing from technical learning to self-innovation, further realization of “leading position” from “following” to “standing side by side” so as to remanufacture international competence advantage. From learning pursuit to remanufacturing advantage, the governments should create helpful innovation environment and market environment for the enterprises, take systematic and coordinated innovation system to lead technical progress, enhance the breakthrough and supply of common key technologies, effectively push forward the form of self-innovation mechanism of the enterprises, however, the enterprises should eliminate the wrong understanding of that “market exchange of technology equals the technical innovation improvement”, and avoid the emphasis on short-term performance objective to overlook the improvement of self-innovation capacity.
