Horizontal support between regions is an important path to solve regional imbalanced and insufficient development problem so as to realize common prosperity. Since the founding of new China, the significant advantages of national system of the socialism with Chinese characteristics and national governance system are embodied by systematic and overall support system supporting less-developed area and specially impoverished area in the perspective of economic production field, income distribution field, development capacity and development environment and so on through horizontal support practice via main and obvious form of “region to region support”. Currently, there are some problems and deficiencies in horizontal support between regions in the practice of China, the governments should continuously perfect the system and mechanism for horizontal support between regions, boost the modernization of national governance system and governance capacity, uphold the organic unity of the Party leadership, people managing national affairs and legally running the state, strengthen the self-conscious ideology of all Chinese for “the rich people in advance helping poor people”, improve the relationship between governments and between government and enterprises, attain the goal of boosting people’s living level to drive the enthusiasm of more economic entities, promote the efficiency of resources allocation, perfect institutional construction, and standardize the management for projects and capital.
