Abstract:The First Secretary to stay in the poor village is one of effective methods for the villages to alleviate the poverty. Based on the poor’s data in a city from east China in 2016 and 2017, by using Propensity Score Matching (PSM) and Differences in Differences (DID), the impact of the presence of “First Secretary” on the income of poor households is assessed to further analyze the differences in income impact of different levels of postings. The results show that the presence of “First Secretary” can effectively increase the income of poor households by 4.1%. The impact of the presence of the First Secretary by Provincial level and county level is smaller than that of city level, however, there is no corresponding relationship with the posting level, and it does not increase with the increase of the Posting level. We should popularize and complete the system for the presence of the First Secretary in poor village to encourage the First Secretary to bring into play, better help and support the poverty-stricken areas to become rich, and actively cultivate the intrinsic power of rural sustainable development.
