China-US trade war is，in essence，a competition for national destiny. It is an inevitable choice for the central government, local government and enterprises to promote the establishment of an independent innovation system with the trinity of nation，regions and enterprises, which is a rational response to the trade war initiated by the United States. National-level independent innovation is the key measure to ensure national safety and the realization of priority strategic goal of Chinese dream. Regional-level independent innovation is the key measure to treat regional diseases such as the underdeveloped, the congested and the depressed and to promote the sustainable development in different kinds of regions. Enterprise-level independent innovation is the basic guarantee for the enterprises to obtain long-term interests and keep lasting vitality. The treatment of “chip pain” also requires central and local government as well as enterprises to refrain from doing that things must not be done so as to avoid falling into duplicate construction and integration of government administration with enterprise. Rational choice of the direction of independent innovation will inevitably require the central and local government and enterprises to do or not to do something, and carefully make decisions and coordinate action.
