The 19th National Congress of CPC clearly proposed that “ecological civilization construction is currently done but benefits the people forever”. How the areas of the middle and lower reaches of Hanjiang River explore green development road with transcending traditional mode by combining subjective function area plan to reach “double-win” objective between diversion area and pilot area(benefited) is the most basic work through objectively knowing the reality of the middle and lower reaches of Hanjiang River. Based on spot survey, by depending on the data, and via being supported by cases, this paper provides the real ecological environment reality of the middle and lower reaches of Hanjiang River. After analyzing the water inflow in Danjiangkou Reservoir from 2000 to 2014 and based on the data of water storage and flow in 2014, we have proposed eight preliminary suggestions following the strategic requirements in the subjective functional area which are centering on the efficiency of water usage and setting up an effective eco-environment compensation mechanism for further research and study.
