Abstract:One of the central issues for Beijing-Tianjin-Hebei coordinated development is orderly transferring Beijing non-capital function. Establishing the Xiongan New Area in Hebei province as a major decision of advancing the coordinated development of the Beijing-Tianjin-Hebei region is of great practical significance and far-reaching historical significance to transferring Beijing non-capital function. Based on the study of Beijing non-capital function and the functional requirements of the Xiongan New Area, this paper suggests that Xiongan should carry out the “seven combination” strategy to undertake the transfer of Beijing non-capital function. The paper attempts to offer the following policy suggestions: strengthening the advantages of undertaking capacity for the New Area, formulating the undertaking plan and supporting policies, promoting system innovation for selectively undertaking Beijing non-capital function, setting up differential performance evaluation standards for boosting the undertaking attraction force to undertake high-end Beijing non-capital function and to promote the coordinated development of regional industries.
