Abstract:Since the reform and opening-up, China’s urban land experienced the change from free transfer to paid land transfer, the market-oriented mechanism for land resources allocation has been gradually set up, however, the cost payment of urbanization and fair distribution of land are needed to be perfected, and the utility of urban land should be better played. Review of the reform achievements in land expropriation, reserve and transfer finds that the land expropriation system has the problems in not clear definition of public interests, low compensation for land expropriation and so on, that land reserve has the problems in not standard operation, shortage of capital, imperfect system, not scientific management and so on, and that land transfer is needed to be perfected in the perspective of method, application management, the use and distribution of transfer funds and so on. To solve the above problems, China must deepen the urban land management reform, strengthen overall reform and coordination, studiously realize the interactive all-round reform and synergy with other fields. China should fit for new normal in economic development, further deepen the theoretical research and practical summarization for urban land management, especially should focus on the research and exploration on the related reform interaction.
