Abstract:Currently, the rural land institution with “three-right separation” and its transfer mechanism at China’s macro-level are still in the process of construction and perfection, which is urgently needs the experience support and policy references in innovative practice at micro-level. The rural land transfer at Anyue County of Sichuan Province has the achievements such as clear characteristics, long time, big scale, good effect and so on but still has the crucial problems in non-standardized behavior, difficulty in protecting farmers’ interests, low efficiency in land use and so on. In recent years, by establishing the land transfer credit-deposit system, market land-transfer-pricing system and land re-transfer system, Anyue has achieved the purpose of regularizing the transfer behaviors, marketizing the land-transfer-pricing and improving the utilization efficiency of land resources, which effectively solved critical problems in the process of land-use right transfer. At present, in the practice of rural land transfer, China should enhance the evaluation and supervision on the credit of the contracted businessmen, actively boost the land-transfer-pricing marketization, sufficiently promote the exploitation efficiency of land resources.
