Abstract:Presently, China mainly depends on economic support and employment arrangement to promote the employment of the disabled people, which solve the problem of difficult employment of the disabled people on certain extent, which basically insure the employment right of the disabled people and which form relatively stable employment pattern for disabled people. Because employment security ideas are backward, because employment security institution and employment service system are imperfect, however, the problem of difficult employment of the disabled people can basically not be solved. China should change the employment security ideas by attaching the importance to human resources development of the disabled people and by the transition from arrangement support to ability development, should set up diversified system to coordinately promote employment ability development system by governments, social organizations, enterprises and families, should construct the employment support mechanism orientated by ability development for the disabled people by taking vocational training, vocational rehabilitation and poverty alleviation as the core, should establish and perfect socialized disabled people service system to coordinate and promote disabled people employment security transition, furthermore should create disabled and healthy people integrated employment environment so as to effectively boost the employment ability and quality for the disabled people.
