Abstract:Different forestland reform methods have different influences on the difference in capability between farmers, the bigger the difference in the capability is, the stronger the relative deprivation feeling of farmers is, the lower the evaluation of the farmers on reform policies is. Based on the logic thinking of “capabilityrelative deprivationsatisfaction”, by using survey data of the farmer households from Guangdong province, this paper tests whether there is difference in the farmers’ satisfaction with forestland reform policies under different forestland right reform methods, and further analyzes the main factors affecting the evaluation of the farmers on forestland reform policies. The results show that the farmers are more satisfied with “equal forestland share”, mainly sharing the forestland, than “equal share, equal interests”, not sharing the forestland, that “equal forestland share” is more helpful to molding farmers’ capability, that collective forestland right system reform (mainly clarifying equity) is the basis for the farmers to implement the capability, that the matched system reform (including forestland right collateralization, forestland right transfer and so on) is the key to the farmers’ upholding the capability, both the two affect the general evaluation of the farmers on forestland right reform policies and more obviously affect main body reform. The farmers’ capability can be enhanced by perfecting interests distribution methods of “equal share, equal interests”, by reducing the negative effect of unfair measures and unfair capability-given and by actively pushing forward the matched system reform.
