The family as a security unit and the land as the security resource have been weakening in the perspective of the security function for endowment insurance while the security level of “new-style rural social security” is relatively low. Therefore, the three basic models such as “family endowment insurance”, “land endowment insurance” and “social security endowment insurance” in Chinese rural endowment insurance have not satisfied the demand of multi-pension of rural residents. Village reconstruction and new-style urbanization push forward the formation and development of rural communities, especially the community of the urban residents transferred from the peasants, and provide the basis and condition for the exploration and development of comprehensive endowment insurance model for rural communities. On the one hand, the role of the communities as service platform and adhesive should be sufficiently played, and the resources of family and community should be relocated and integrated. On the other hand, the diversification of security main body and financing mechanism should be implemented. Currently, the welfare policy supported by the families and overall supported by the communities should be emphatically perfected, comprehensive service and home-based endowment insurance in the communities of the urban residents transferred from the peasants should be constructed and perfected, and the integrated social security regarding the survival and livelihood fairness as bottom line should be set up.
