    摘要:

    “以房养老”以住房反向抵押贷款为基本模式,以明晰的房屋产权为前提,贷款金额取决于房产价值等因素,贷款领取方式灵活多样。“以房养老”是养老体系的重要补充,但由于产权制度不完善、市场环境不匹配、法律支持不成熟以及传统观念的束缚,目前我国各地的试点进展缓慢。根据国外实践经验,要使“以房养老”成功运作和顺利推广,合理的、多层次的产品设计是基础,政府担保和监管是关键,法律健全是保障。因此,我国“以房养老”体系的构建应从相关市场环境的建设、法律法规的探索与完善、系统性风险的控制等方面入手,推进“以房养老”制度体系的建立和完善;当前的试点,应针对潜在的“以房养老”需求群体(如拥有住房产权的失独家庭、孤寡老人)进行适宜的产品设计。

    Abstract:

    House-for-pension scheme, with reverse mortgage as the basic pattern, premises explicit home equity by letting loan amount depend upon the factors such as home value and so on and by taking flexible loan methods, is an important complementarity to pension system, currently, however, the pilot progress in all part of China is slow because of incomplete equity system, unmatched market environment, immature legal support and traditional notion constraint. According to the practical experience at home and abroad, in order to smoothly and successfully implement house-for-pension scheme, reasonable and multi-layer product design is the basis, government guarantee and supervision is the key, and law perfection is a guarantee. Thus, the construction of China’s house-for-pension scheme should be launched from the perspective of related market environment construction, the exploration and perfection of laws and regulations, the control of market risk and so on, so as to push forward the perfection of house-for-pension scheme system, as a result, current experiment should be oriented by suitable product design according to potential demand group for house-for-pension scheme such as the families, with their housing equity, which lost their children and which are composed of loners.
