    摘要:

    目前国内外不同的研究学者和评价机构基于不同的认识和目的,对大学开展了各种类型的评价、排名活动,但其评价方法和结果的客观合理性均存在争议。《国家中长期教育改革和发展规划纲要(2010—2020年)》对大学评价的科学性提出了更高的要求。以大学的科学研究、人才培养、学校声誉、办学资源四个主要功能指标为基础,构建高校评价指标体系,运用德尔菲法获取数据,进而应用层次分析法对我国各类高校进行综合评价,可以得到较为科学、客观的评价结果。

    Abstract:

    Currently, different scholars and evaluation organizations at home and abroad conduct various evaluation and ranking activities on colleges and universities based on different recognition and purposes, however, the objective rationality of their evaluating methodologies and results is controversial. National Medium and Long-term Education Reform and Development Plan Outline (2010—2020) raises higher requirement for scientificalness of the evaluation on colleges and universities. On the basis of such four main functional indicators as scientific research, talent cultivation, reputation of a college or a university and school-run resources to construct evaluation indicator system for colleges and universities, this paper uses Delphi method to obtain data, then uses Analytic Hierarchy Process to make comprehensive evaluation on all kinds of colleges and universities of China and gets relatively scientific and objective evaluation results.
