    摘要:

    新区的成立对我国行政体制的变革与探索具有独特的意义,承载着引领行政改革取向的重要使命和责任。现行的两江新区行政体制明显延续和继承了浦东新区和滨海新区采用的管委会模式,并创新性地成立了开发公司;但两江新区管理委员会并非一级政府,与北碚、渝北、江北三个区政府之间不存在隶属关系,而行政体系的不统一,可能会导致政令不统一,进而不利于行政效率的增进。走向一级政府模式是两江新区行政体制改革的必然选择。当然,新区行政体制改革应进行策略选择,由易到难,分阶段进行。

    Abstract:

    The set-up of New Area of Two Rivers is of unique significance to the reform and exploration of the administrative system in China and undertakes important mission and responsibility for orientating the direction of administrative reform. Current administrative system of New Area of Two Rivers is obviously to continue and succeed the Administrative Committee of Pudong New Area and Binhai New Area and innovatively sets up development companies, however, Administrative Committee of New Area of Two Rivers is not a certain level government and is not attached to Beibei District, Yubei District or Jiangbei District. The inconsistence of the administrative system may lead to the inconsistence of the policies and regulations and may not be helpful to the increasing of administrative efficiency. The Administrative Committee being a certain level government is the necessary choice of the reform of administrative system of New Area of Two Rivers. Of course, administrative system reform of the New Area should choose the strategy and be conducted from easy to difficult and in different periods.
