Compared with developed countries, China’s auto recall system has low legislation attitude, low penalty degree and low efficiency of auto recall policy implementation because of the lack of auto defect identification agencies. China should learn the experience from the developed countries, perfect legal system of auto recall system, raise legislation attitude, increase penalty degree, intensify the auto defect identification ability, optimize auto defect identification procedure, meanwhile, strengthen the communication and negotiation between the related departments and the enterprises, and establish and perfect related information collection network.
