Abstract: By labor divisi on and cooperati on, the s mall firm clusters in industry areas of Italy gained large - enter p rise - like international competition ability after World War II . This p r omoted the drastic devel opment of Italy economy . In the recent years,special economic zones in Chongqing als o acted positively to boost the economic devel opment in terms of enterprise agglomeration .However, special economic zone in Chongqing shows comparatively big differences bet ween the Italian ones in aggregati on degree,embedment and net work devel opment . We need to emanci pate and clean up thoughts, adjust and innovate the devel opment modes of these zones, and op ti mize the soft environment of industrial clusters in them, in order t o p r omote the sustainable devel opment of these special economic zones .
