Overall rural - urban development strategy is to break p resent dual structure between urban and rural areas and to narrow present obvious gap between urban and rural areas. Urban - rural dual structure is a necessary transition for develop ing countries to develop from traditional agriculture to industrialization and modernization. Narrowing urban - rural dual structure gap and p romoting urbanization need to enlarge rural human cap ital, to develop rural education, to enhance training of rural labor force, to imp rove the quality of rural labor force and to gradually transfer rural population to urban population
