Research on lack of authority of low-level governments and rural mass disturbances——Revelation of Barnard s acceptance theory of authority on countryside governance
Currently, the loss of low - level governmants’authority, which sources from the low - level governments’abnormal actions because of their being controlled by the local big gens and able person, is one of the reasons that make the countryside social management out of the control of the low - level rural governments in ruralmass disturbances. According to the Barnard’s accep tance theory, the authority is from accep tance of the low - level peop le, not higher authorities. In the countryside governance, the authority is alike from the low - level peop le accep tance, but not from granting by the higher governments. And so the low - level governments should do services for local peop le if they want to regain their authority in the countryside governance
