The general characteristics of the less - developed regions are dualistic economic structure existed in the same region, and so the regional innovation face seven obstacles in function of low level of customer’s demands, low level of p roductive factors quality, backward industries, shortage of required infrastructures, rigid organizations, old - fashioned systems and closed culture. The special characteristics of regional innovation in less - developed regions are those that, the main stages of regional innovation are the innovation led bymiddle and p rimary classes of p roductive factors; the urban regions are the main body of innovation while rural regions are the main body of app lication; innovations of system, mechanism and culture are more important than those of demands, factors, industries and environment; the innovation of idiomatical industries and modernization are more essential than those of total innovations; the main strategy of innovation is to p romote imitation - type innovation, learning - type innovation, secondary innovation; the mode of innovation is the interact of both urban and rural regions; the low level governments, technology app lication p romotion bodies, bodies of basic education and training, and households all p laymajor role in regional innovation.
