Abstract:Because of the interaction of trans-regional flow of labor forces, industrial technological progress, the specialization of sunk cost and asset, the path dependence of productive coordination network and regional industrial development, and so on, the industrial transfer of developed areas has adhesiveness. Thus, the backward areas should not wait for the industrial transfer from the developed areas for economic development. If the backward areas select industries based on new-technologies, the backward areas are possible to succeed in economic development and to catch up with or surpass the developed areas.
