Reasonable circulation of farmland between farmers of Fujian and Taiwan businessmen is the demand of improving farmland resources allocation efficiency and deepening agricultural cooperation between Fujian and Taiwan. After analyzing farmlandleasing behaviors between peasants and Taiwan businessmen, this paper reveals that leasing prices and transaction cost are the main factors which influence farmland-leasing. Perfecting contracted farmland ownership market to stabilize farmland leasing and use right of Taiwan businessmen and actively perfecting rural social insurance system are an important idea on farmland leasing issue in agricultural cooperation between Fujian and Taiwan at present.
