Ecological environment products are almost external issues, however, ecological environment field is the intensive field into which public property right enters, thus, public regulations play great potential role in ecological field, In the process of regulation reform of ecological environment, the regulators who regulate ecological environment should be regulated to establish ecological public rent dissipation mechanism while deregulation should be conducted and the regulations should be optimized. The regulations should include the contents which separate governments from enterprises, and incentive mechanism for regulators and the parties which abide by the regulations should be established to optimize governmental ecological regulation method and ecological regulation structure and to overcome the difficulty in ecological environment which results from market out of order and regulations out of order.
