Construction of new socialism countryside is inevitable requirement for realizing urban-rural coordinative development and constructing harmonious society.Construction of new village must involve occupying cultivated land.Based on current situation and characteristics of the use of rural land in the west part of China,this paper discusses the conflict between putting the cultivated land to other use and protection of cultivated land in the process of new village reconstruction and gives suggestions for the protection of cultivated land and reconstruction of new village such as using scientific development outlook to overall plan intensively economized use of land,reorganizing land,reforming current land circulation mechanism,improving land use rate of peasants,developing nonagricultural industry,scientifically and strictly managing the use of land and so on.
