The emission charge is an effective method to internalize the externalized problem of environment. After British Economist Pigou, many economists focus on this issue. However, this system still has many problems in theory and in practice. Rational thinking on this system and the systematic research into its practice in China are of urgently theoretical and practical significance to carrying out scientific development outlook, consolidating environmental protection and constructing environment- friendly society.
