Under market-oriented economy,governments should make efforts to develop social service function to promote the economic development and then to realize regional coordinated development.Governmental social service function should lay emphasis on innovation such as innovative education's participation in social service and innovative community configuration and so on.This paper puts forward the related policy suggestion such as establishing specific funds for urban-rural public infrastructure construction,constructing matched public facilities according to the amount of population,actively guiding education to serve the local government and society,and opening education facilities of higher learning institutions to the society on condition.
