This paper analyzes the meanings of Intellectual Capital (IC) and National Intellectual Capital (NIC), and in detail introduces the present situation of the theoretical research on NIC in western countries. Based on the summarizing of the research contents and the basic research methods of the theory of NIC, the policy suggestions to enhance the research work of NIC in China are put forward.
