Tourism industry development in western twelve provinces depends on the outside environment support to some extent. The regional tourism industry development competence difference is big and the total development level of southwest areas is better than northwest and Tibet and Qinghai Province.Tourism infrastructure construction should be enhanced, its support system should be completed, regional tourism cooperation should be promoted, regional difference should be narrowed and good investment environment should be created in order to change resources advantage into economic advantage. Tourism education and training should be promoted and the quality of tourism industry employees should be improved.
