Humanistic resources are rich in the west and need to be exploited, for example, Qinan, which is located at southeast of Gansu, is an example. Qinan has long history, developed culture and rich humanistic resources. In new stage of western development, the new measures of western development are to exploit humanistic resources such as Dadi site, Fuxi cultural resources, Jieting battlefield, ancient architecture, county city, festival celebration activities and so on, to protect humanistic ecology and to prosper tourism industry so as to promote economic development of Qinan.
