Promoting economic development by depending on human capital is the necessary choice of China. But China's human capital situation is not optimistic. Thus, the transformation from human resources to human capital must be promoted. This paper discusses promoting the transformation path from human resources to human capital and points out three paths such as systematic school education, on duty training and vocational education and cultivating learning-type individual.
