The imbalance between city and countryside and between regions exists in China's social succoring, which makes social succoring and poverty condition asymmetry, its cause lies in the shortcomings of social system. Dual succoring system should be reformed so as to realize multiple and scientific succoring measures and promote self-succoring consciousness and realize balance of social succoring.
