The two shortages of "deposit" and "foreign currency" are analyzed according to "Two Shortage Model" of American famous economist Chenery and Strout. There are new shortages such as knowledge, information, talents and so on in China, which should not be overlooked in the era of knowledge economy. Thus, the author thinks that we should pay attention to international cooperation, accelerate digitalization process and develop human resources and shorten technology gap and focus on strategic resources deposition.
