On the basis of the difference between urban and rural areas and between regions, the reasons for the difficulties in the growth of peasants income are discussed. This paper points out that the measures such as agricultural subsidy is economically reasonable and is helpful to the development of the secondary and tertiary industry and to transfer of rural surplus labor. Levy consumption environment tax is of significance to sustainable development in undeveloped areas and to narrowing the gap between city and countryside and to coordination of the relationship between regions and is reasonable and feasible in policy.
