To relocate and support the poor of the remote mountain areas of Hunan, Hubei, Chongqing and Guizhou provinces is not only feasible but also necessary. In practice, however, the comprehensive country developing plan should be worked out. The disequilibrium between the country and the city should be reduced. The comprehensive compatible reform should be done to create a good living and developing environment for the relocated people and to exploit the emigrating places.
