This article indicates that in order to construct an all-round well-off society, to increase farmers'income, to increase the efficiency of agriculture and to promote the overall development of agriculture, the departments concerned should focus on agricultural innovation, which consists of idea innovation, system innovation, resource innovation, scientific innovation and organization innovation.
