Under the guidance of "Vitalizing Xinjiang Through Science and Technology", Xinjiang's scientific and technological reform must be accelerated. Present situation of science and technology of Xinjiang's large and medium-sized enterprises reflects development of Xinjiang's science and technology. The important measures for solving many problems are to consolidate scientific and technological exploitation based on the carriers of scientific and technological enterprises and to set up investment system in harmony with economic development and to raise conversion ratio of patents.
