    摘要:

    人力资源服务业具有技术含量高、辐射带动作用强等特点,关系广大劳动者就业创业和职业发展。加快发展人力资源服务业,推动人力资源服务业实现转型升级,是实现更加充分和更高质量就业的重要举措。在全球人力资源服务向平台化方向发展、新模式和新业态不断涌现的新时代,建议重视和开展下述方面的工作:加大政策支持力度,引导产业转型升级;推进体制机制创新,有效维护统一开放、竞争有序的市场环境;提高人力资源服务企业的专业化水平和自主创新能力,增强国际竞争力;大力发展人力资源服务新模式和新业态,培育新增长点;继续加强人力资源服务产业园区建设,搭建服务平台。

    Abstract:

    Human resources service industry has the characteristics of high technical content, strong radiation and driving role and so on and is related to employment, entrepreneurship and career development of labors. The accelerating development of human resources service industry and boosting the transformation and upgrading of it are important method for realizing more sufficient and more efficient employment. At the new era with global human resources service development towards platform direction and with continuous emergence of new model and new industry, suggestions are strengthening policy support to guide industrial transformation and upgrading, boosting system and mechanism innovation to effectively maintain uniform, open, competitive and ordered market environment, promoting professional level and self-innovation ability of human resources service enterprises to enhance international competence, vigorously developing new models and new industries of human resources service to cultivate new growth point, and continuously consolidating the construction of human resources service industry zone to set up service platform.
