中国与欧盟主要成员国PM2.5来源气体排放量比较研究——采用世界投入产出表对生产排放量和出口排放量的测算

    摘要:

    近年来PM2.5指数的上升严重影响到人们的健康和生活质量,成为广泛关注的焦点。基于OECD和WTO开发的世界投入产出表,比较中国与欧盟主要成员国各行业生产和最终产品出口引致的PM2.5来源气体排放量及其完全排放强度,并对出口排放量的变化进行SDA分解,分析表明:1995—2009年,中国生产和最终产品出口引致的PM2.5来源气体排放量分别增长了约88%和97%,而欧盟主要成员国除丹麦外均实现了负增长,中国各行业的PM2.5来源气体完全排放强度也远远高于欧盟主要成员国;中国PM2.5来源气体排放量增长的主要原因是出口的增长,投入产出结构变化也一定程度导致排放量增加,而排放强度的降低则减少了排放量;欧盟主要成员国虽然出口也有不同幅度增长,但由于投入产出结构的优化以及排放强度的降低,其排放量实现了负增长。应进一步降低污染物排放强度,优化产业结构和出口产品结构,以有效减少PM2.5来源气体排放量。

    Abstract:

    In recent years, the PM2.5 index rise has seriously affected the health and quality of people’s life and becomes the focus of the people. Based on world input-output tables developed by OECD and WTO, this paper compares the production of the every walk of life and ultimate product export between Chinese and EU member states’ PM2.5 source gas emissions coming from product, trade and emissions intensity and conducts SDA decomposition for the change of export emission amount. Analysis shows that during 1995- 2009, PM2.5 source gas emission increases 88% and 97% from Chinese production and ultimate product export while EU member countries except Denmark decrease, and that the PM2.5 sources gases emission intensity of China is highly bigger than that of EU member countries. The main cause for the rise is export’s rise of China, input-output structure change also causes the emission increase, and however, the emission intensity decrease effectively reduces the emission amount. Although EU main member countries’ export has different increase, their emission amount has negative growth because of their input-output structure optimization and lower emission intensity. China should further decrease emission intensity of the pollutants, optimize industrial structure and export product structure in order to effectively reduce PM2.5 sources gases emission amount.
