China's industrialization is a long-term and hard process. Fixed assets investment which is currently concentrated on capital-intensive and resource-intensive industries increases too fast and needs to be hampered. Low level and repeated construction in the field of steel and auto needs to be stopped. There is too much and excessive construction in developing zone which needs to be controlled. The task and mechanism of economic structure adjustment changes and the rapid development trend of heavy and chemical industry brings the opportunity to west areas. The selection of strategic industry should take advantage of labor force to solve the problem of resource shortage and to realize modernization of national defence.
