After analysis of main indexes of social development in west 12 provinces and municipality, the development in the west is not balanced. Medical health condition in the west is very poor and the farmers do not have social insurance, which has unhealthy effect on western development. The central government should expand the investment in main social development items based on Schuan and Chongqing.
