| 我国亟待关注西部地区经济新动能的培育问题，从而实现经济增速的平稳换挡，推进经济朝向高质量发展。新动能作为经济增长的内生动力因素，充分强调生产要素的循环与利用、生产行为的高效率以及产业结构的升级与优化。西部地区作为新时代中国现代化全面实现的核心突破口以及中国实现协调平衡发展的主要攻克区[1]，完成西部地区经济新动能的培育, 以及新旧动能的平滑换挡任务依然很重。本文基于经济新时代的背景下，通过构建新动能培育的理论框架和指标体系，对现阶段我国西部地区新动能培育的发展现状进行测度和评价，以提出我国西部地区经济新动能培育的政策建议以及相适应的路径选择。 |

| Abstract: |
| China urgently needs to pay attention to the cultivation of new economic kinetic energy in the western region so as to achieve a stable shift in economic growth and promote the economy towards high-quality development. As an endogenous dynamic factor of economic growth, new kinetic energy fully emphasizes the recycling and utilization of production factors, the high efficiency of production behavior, and the optimization and upgrading of industrial structure. As the core breakthrough point for the comprehensive realization of China's modernization in the new era and the main conquering area for China's coordinated and balanced development, the completion of the new economic dynamism in the western region has become an arduous and necessary task in the process of high-quality development. Based on the background of the new era of economy, by constructing the theoretical framework and indicator system of new kinetic energy cultivation, we measure and evaluate the current development status of new kinetic energy cultivation in western China in order to propose policy recommendations and adaptive path selection for the development of new economic dynamism in the western region of China. |
