| 我国不仅存在水量性缺水，由水环境污染导致的水质性缺水也不容忽视。借鉴和发展工业企业投资农业节水工程置换水量的“以量易量”水权交易，工业企业投资水污染治理工程置换水量的“以质易量”水权交易可以有效缓解水质性缺水，实现水资源利用的“开源”。我国水权交易实践和水权交易制度的不断完善以及水污染治理市场化多元化改革的不断推进，为实施“以质易量”水权交易提供了现实可能性和条件；应完善水权确权登记，发展水权交易两级市场，加强水资源二维监测，出台相关实施方案和激励政策，积极推进“以质易量”水权交易模式的构建和发展。 |

| China not only has the shortage of water in quantity but also should not neglect shortage of water in quality because of environment pollution. By developing “quantity by quantity” water rights transaction through industrial enterprises’ investment in agricultural water-saving projects, “quantity by quality” water rights transaction of industrial enterprises by investing water pollution treatment projects can effectively ease the shortage of water in quality and “increase the sources” of water resources utilization. The promotion of the multiple reforms of China such as water rights transaction practice, the continuous perfection of water rights transaction institution and the marketization of water pollution treatment provides the possibility and condition for the realization of “quantity by quality” water rights transaction. China should improve the registration of water rights confirmation, develop a two-tier market for water rights transactions, strengthen the two-dimensional measurement and monitoring of water resources, introduce relevant measures and incentive policies to actively boost the construction and development of “quantity by quality” water rights transaction model. |
