By deeply theoretical analysis and empirical analysis, this paper discusses the leading role and supporting role position of government-market in Chongqing reservoir area of Three Gorges at the special time for Three Gorges reservoir area to catch up average national living level and to solve triple constraints of weak economical foundation, narrow development space and fragile ecological environment in the restricted development zone. Practically, it is necessary to establish a long-term mechanism of endogenous power cultivation and to promote the high-quality and rapid development of the reservoir area in catching up time to make up the restriction, it is necessary to reconstruct productivity and urban-rural pattern in the whole region of Chongqing besides the reservoir area, and it is necessary to be compensated by the benefit areas from the middle and lower reaches of Yangtze River for ecological construction. Therefore, the only way to solve the triple constraints problems is to actively cultivate, enlarge and intensify the leading role of market and to sufficiently let market play a decisive role in microcosmic resources allocation in the reservoir area.
