| 流域绿色发展中存在诸多利益冲突，需要有效的制度安排来协调各方利益。根据泰晤士河流域、多瑙河流域、墨累—达令河流域和密西西比河流域的治理实践，要实现流域绿色发展，需要在统一的管理机构统筹下进行综合治理，通过利益整合有效解决经济建设与绿色发展之间的结构性矛盾，通过有效的制度体系协调各方利益冲突。对标国际流域绿色发展经验，淮河流域应建立顶层管理机构，统筹流域绿色发展，科学配置水资源和排污权，优化产业布局，建立和完善成本分担机制、转移支付机制以及考核评价机制，通过综合治理和综合协调实现高质量发展。 |

| Abstract: |
| There are many interests conflicts in green development, which need effective system arrangement to coordinate the interests of each party. Based on management practice of the Thames River basin, the Danube River basin, the Murray-Darling River basin and the Mississippi River basin, in order to realize green development, the comprehensive management is needed under the overall united management agencies so that interests integration is used to effectively solve the structural conflicts between economic construction and green development and effective institutional system is used to solve the interests conflicts of each party. On the basis of international benchmarking of green development experience, the Huaihe River basin should establish top level management agencies to overall conduct green development of the basin, scientifically allocate water resources and pollution discharge right, optimize industrial layout, set up and complete cost-sharing mechanism, transfer payment mechanism and examination evaluation mechanism so as to realize high-quality development through comprehensive management and comprehensive coordination. |
