| 的十九大报告明确提出“生态文明建设功在当代、利在千秋”。汉江中下游如何结合主体功能区规划，探索超越传统模式的绿色发展道路，以实现调水影响区与受益区“双赢”目标，客观了解汉江中下游生态环境实际情况，是最为基础的工作。本文基于实地调研，以数据为依据，以案例为支撑，呈现汉江中下游真实生态环境现状。在分析2000—2014年丹江口水库来水以及2014年蓄水与下泄数据基础上，遵循主体功能区战略要求，围绕水资源高效利用及建立有效的生态补偿机制，提出八方面初步建议，以期进一步研究思考。 |

| The 19th National Congress of CPC clearly proposed that “ecological civilization construction is currently done but benefits the people forever”. How the areas of the middle and lower reaches of Hanjiang River explore green development road with transcending traditional mode by combining subjective function area plan to reach “double-win” objective between diversion area and pilot area(benefited) is the most basic work through objectively knowing the reality of the middle and lower reaches of Hanjiang River. Based on spot survey, by depending on the data, and via being supported by cases, this paper provides the real ecological environment reality of the middle and lower reaches of Hanjiang River. After analyzing the water inflow in Danjiangkou Reservoir from 2000 to 2014 and based on the data of water storage and flow in 2014, we have proposed eight preliminary suggestions following the strategic requirements in the subjective functional area which are centering on the efficiency of water usage and setting up an effective eco-environment compensation mechanism for further research and study. |
