| 精准扶贫精准脱贫战略明确提出，到2020年全面消除贫困。精准扶贫实践中存在绿色发展原则没有得到落实、精准扶贫与生态保护之间的关系没有厘清、精准扶贫精准脱贫规划缺乏生态要素、精准扶贫项目实施的负面生态影响等问题。在绿色发展理念引导下，推动精准扶贫的策略，主要体现在：以绿色发展理念为导向，做好精准扶贫顶层设计；正确认识贫困区优势，保障生态资源物尽其用；注重精准扶贫项目实施中的生态保护；依托生态优势发展生态产业，积极培育地理标志产品。 |

| The strategy of precision-targeted poverty alleviation and reduction clearly aims to eradicate poverty by 2020. The practice of precision-targeted poverty alleviation still has the problems, for example, the principle of green development in practice has not been implemented, the relationship between the precision-targeted poverty alleviation and ecological protection is not clearly rationalized, the plan of precision-targeted poverty alleviation and poverty eradication is short of ecological factors, the negative ecological effects exist in precision-targeted poverty alleviation projects, and so on. The promotion of precision-targeted poverty alleviation under the guidance of the idea of green development should take the idea of green development as orientation, make the top-level design for precision-targeted poverty alleviation, properly understand the advantages of poor areas, make the best use of ecological resources, focus on the ecological protection in the implementation of projects for precision-targeted poverty alleviation, rely on the ecological advantages to develop ecological industry, and actively cultivate the geographical-indication products. |
