| 在计划经济时期，我国展会政治功能强、经济功能弱，并由政府完全主导；改革开放后，展会发展由政府完全主导向政府有限主导转型，政府从直接举办展会项目转向通过产业扶植政策、产业规划等规范和促进展会业发展，政府主导型展会项目的运作模式也日益市场化和多元化。尽管十八大以后政府主导型展会项目受到限制，但政府不会完全退出所有的展会，一些政治和社会功能性强、国际影响力大的展会项目仍应由政府主导。由政府完全主导向政府有限主导转变是我国展会发展的必然趋势，应成立跨部门的展会产业管理机构，加大产业支持力度，并积极发挥行业协会的作用；要建立政府主导型展会项目分类管理机制，也要继续发挥我国组织动员的优势，促进政府主导型展会的市场化、多元化发展。 |

| Research on the Evolution and Model Change of Government-led Exhibition in China |

| Abstract: |
| During planning economy stage, China’s exhibitions had strong political function but weak economic function and were completely led by government. After reform and open-up, exhibition development model changes from completely government-led to limited government-led and from governmentally directly holding exhibitions to governmentally boosting the exhibitions development by industrial support policies, industrial development plan and so on, therefore, government-led exhibition model is more and more diversified and market-oriented. Although government-led type exhibitions are restricted after the 18th National Congress of CPC, government will not completely withdraw from exhibition, and the exhibitions with strong political function and big international influence will still be held by governments. The inevitable trend of China’s exhibition industry development will be changed from completely government-led to limited government-led, thus, China should set up inter-department exhibition industry management agencies, enhance industrial support strength, actively let industrial association play a role, establish the classified management mechanism of government-led exhibitions, and meanwhile, continue to bring the advantage of China’s organizational awareness into play to boost the market-oriented and diversified development of government-led exhibitions. |
