| 资源错配的成因主要源自不同维度的企业异质性和地区发展战略的扭曲。采用“中国工业企业数据库”数据，利用C-D确定性前沿参数模型测算微观企业全要素生产率，并用OP协方差法对各地区资源错配程度进行测度，进而从微观企业异质性和地区发展战略两个层面分析我国资源错配的成因，结果表明：企业TFP异质性主要与其市场结构（垄断及规模经济）、所处地区（城市和省份）以及所有制等维度的差异有关；地方政府违背比较优势的发展战略加剧了资源错配程度，造成各地区15.0%~52.7%的资源配置效率损失、12.8%~45.1%的全要素生产率损失以及2.4%~8.5%的产出损失。未来中国全要素生产率的提升，应注重内部竞争优化，同时要发挥政府因势利导的职能。 |

| Abstract: |
| The cause of resources misallocation mainly emanates from the distortion of enterprise heterogeneity with different dimensions and regional development strategy. This paper uses C-D to determine frontier parameter model to calculate total factor productivity of enterprises, uses OP covariance method to calculate resources misallocation extent of different regions, and further analyzes the cause for China’s resources misallocation from such two perspective as enterprise heterogeneity and regional development strategy. The results show that the firm TFP heterogeneity is mainly correlated with the differences in market structure, regional differences and ownership, and that local governments' development strategies that violate the comparative advantages deteriorates provincial misallocation, leading to 15.0%-52.7% resources misallocation loss, 12.8%-45.1% of TFP loss and 2.4%-8.5% of GDP loss in different provinces. China’s future TFP improvement should pay attention to the internal competition optimization and let the guiding role of the local government be played. |
